Local economic strengthening remains one of the primary challenges in rural community development, particularly in areas with limited managerial capacity and underutilized local resources. In Teka Iku Village, Kangae District, Sikka Regency, communities continue to face challenges such as low economic literacy, weak business planning, limited group collaboration, and suboptimal management of local resources, which have contributed to the low sustainability of community economic activities. This article aimed to analyze the implementation of management functions as an empowerment approach to support local economic strengthening through the Community Service Program (Kuliah Kerja Nyata [KKN]). A Participatory Action Research (PAR) approach was employed through observation, counseling, training, mentoring, and evaluation involving both community members and village government officials. The findings showed that the implementation of planning, organizing, actuating, and controlling functions contributed to improving the community’s capacity to manage economic activities. Community members demonstrated increased understanding of economic management, enhanced ability to develop simple business plans, and greater participation in local resource-based economic activities. These findings indicate that integrating management functions into the KKN program can serve as an adaptive and sustainable empowerment model for strengthening local economies at the village level
